Marrying a US Navy Sailor?

My boyfriend proposed to me a little over a week ago, and our marriage schedule has sped up because of the time we have before he gets shipped out to Japan. He wants to mark me as a dependent before he leaves so that I can go with him, but being a new (and soon-to-be) Navy wife, I was wondering if anyone who is experienced in this sort of thing can tell me both about getting a marriage license (in the state of Wisconsin) and what I should do as far as looking into being transported with him. I have looked on Navy Fleet and Family, and didn't find much. Neither of us are sure if we want to do the ceremony before he leaves to Japan or not, seeing as we are tight on the money situation. If anyone can help me out with as much information as you can give, I would be most grateful. Our official time of marriage will be in October, if that info helps at all.
